Legal name in the LEI recordLandesbank Hessen-Thüringen Girozentrale
Landesbank Hessen-Thüringen Girozentrale (Helaba) is a German institution under public law (Anstalt des öffentlichen Rechts). It has two seats, in Frankfurt am Main and Erfurt. Its owners are the Sparkassen- und Giroverband Hessen-Thüringen, the State of Hesse and the Free State of Thuringia. The other owners are two regional savings bank associations and two trust companies of the savings bank sector. The bank describes itself as a commercial bank, a central bank for the savings banks and a development bank. It serves as central bank to the savings banks in Hesse, Thuringia, North Rhine-Westphalia and Brandenburg. It also runs public development programmes for the State of Hesse through WIBank. A state treaty between Hesse and Thuringia created the joint Landesbank on 1 July 1992. The treaty built on the Hessische Landesbank, which was formed in 1953.

Sources & method
Every value comes from a public source, such as Swift’s ISO 9362 BIC directory, GLEIF or the OFAC and EU sanctions lists. Most sources are matched on a BIC or an LEI, not on a name.
Swift GPI membership is matched on names and is indicative. A missing sanctions match does not mean that no listing applies. Always screen against the official lists.
The sanctions facts on this page cover the BIC and its LEI only.
An institution is one entry in the directory: a BIC8 in Swift’s directory, or a firm on a tracked register that holds no BIC. Licences held by an institution with a BIC are shown on its page.

Assess the financial crime risk behind a BIC
A BIC identifies an institution; it does not assess it. The Elucidate FinCrime Index (EFI) is an independent score of the financial crime risk of banks, built for correspondent banking and counterparty due diligence.
